Simplify the kdecoration configuration module build, make kcmutils optional

We only need to register it with the kcm, not within the kdecoration itself.

kcmutils is a big dependency that it can be useful to cut off, still marked as required, needs -DCMAKE_DISABLE_FIND_PACKAGE_KF6KCMUtils=ON to make it effective.
