kstyle: expand criterion for what counts as part of the tools area

Janet Blackquill requested to merge work/jblackquill/top-tab-bars into master
  • the menuBar of the centralWidget is now included in the tools area
  • the top tab bar of a centralWidget QTabWidget is now included in the tools area
  • tab bars that are the first item in centralWidget boxlayouts going top-to-bottom are now included in the tools area

This gets some more stuff into the tools area that were previously not there.
