Improved the Breeze tab style

Abstract Software requested to merge abstractdevelop/breeze:NewTabs into master

This is the new tabs for Breeze patch, still work-in-progress, moved from https://phabricator.kde.org/D29264. Here I am attempting to implement the mockups of @manueljlin and to achieve a unified tab style through all of KDE.
