kstyle: make tools area toggleable

Apparently we wanted the tools area mandatory, apparently we wanted it dependent on the colour scheme, apparently we didn't want it dependent on that, and now apparently we want it toggleable using a UI setting.

Hoping we don't change this again within 5 days.
