rpm-ostree: Collection of changes to improve backend robustness

The first commit in this branch impacts all backends. Other commits are only for the rpm-ostree backend.

Tested and working on the 5.22 master branch. Will test this rebase on master soon.

Update and transaction fixes coming next.
