pk: Create a mechanism to detect important packages getting removed
This only lists org.kde.plasma.shell (which now is provided by plasma-desktop) and org.freedesktop.fwupd (because people should keep getting updates on their firmware). Others would be welcome, at the moment its testing is just based on the appstream name.
WIP because we need to use the right UI components
