Implement VDG mockup for "Get involved" section and better tiles

Nate Graham requested to merge ngraham/discover:implement-vdg-get-involved-section into master

Now the "Donate" and "Report bug" buttons are in their own new "Get Involved" section, which can be extended in the future once we add support for the contributor URL.

Also, the buttons have a new VDG-provided visual styling.

Discussion point:

  • The VDG mockup in !283 (comment 430553) used framed buttons rather than ToolButtons, which I've done here. However the end results doesn't look quite as good because Breeze-styled framed buttons also have a subtle gradient when not hovered. It's not awful here IMO, but it's not as flat as in the mockup. However it is more consistent with the other framed buttons already on the page.
