Open Flatpak KCM from application page -> permissions list

Merged ivan tkachenko requested to merge work/ratijas/open-kcm into master

Button and list items are only clickable if the app is installed.

Also, make PackageKit permissions visually not clickable (requires Kirigami patch to respect AbstractButton::down property, not pressed).
