Reverse position of Refresh and Update actions in desktop view

People seem to feel that the Update action should be the right-most one in desktop view. This commit accomplishes that.

Here's how it looks now in desktop view:

In the mobile view, we hide the Refresh button entirely, because on that platform you can just pull down on the view to refresh it.
