arch: tell user that packagekit is unmaintained

after consultation with downstream it has become apparent that right now the packagekit backend isn't of acceptable quality.

continuously tell the user about this and urge them to use pacman instead. also stop suggesting packagekit as a source for applications

this reuses the existing errorPage infrastructure to display a warning message on every startup when the packagekit backend loaded and the distro is arch or arch-like.
