Add feature to install offline updates and shut down on completion, rather than reboot
Adds a feature to install offline updates and shut down afterwards in the Notifier, and in the Updates page. This goes with my Plasma Workspace MR below, which adds the same functionality to Plasma.
Depends on frameworks/breeze-icons!392 (merged) and plasma-workspace!4596 (merged)

The combobox has three options, Select an action, which does nothing, and then Restart and Shutdown, which happen immediately without prompting after an update.
This opens the logout prompt with all options, which includes Install Updates & Shut Down, which is added in the above Plasma Workspace MR.
Clicking the Notifier also opens the logout prompt with all options. Specific options are also shown on right click.
