don't submit to sentry if the crashed app isn't targeting kde bugzilla

previously we would happily auto submit crashes to sentry that didn't actually have the bug report address of our bugzilla, so technically we consumed third party software. not that it made a big difference since in practice users of kcrash are almost only kde software
