Set dummy permissions as of Advanced category

"Dummy" permissions exist just so that the list section headers could appear even if the app has no permissions under that group. However, since they were not set to "Advanced" category, extra delegates for permissions appeared even though the delegates themselves were empty, under "Basic" section after the "Advanced" one.
