RFC: Drop ksvgtopng

According to kdelibs this was an internal development tool used for icon generation in 2002. This is no longer needed.

The kdelibs 3-4 docs suggested we should drop it, yet somehow found it's way into being a user-facing installed binary.

Any use cases would be better solved with existing more generic tools from other parties.
