Draft: Add feature to customize what to sync for gtk

Working on make it possible to customize the options that can to be synchronized from the system settings to GTK settings. Currently I have done:

• Font
• Text scale
• Cursor
• Icon

I am new to contribute to KDE so my code style or config file structure is not good. Willing to make changes!
