[applets/userswitcher] Use round Kirigami.Avatar for users, and other fixes
Use round icons for users avatars, and still show correctly styled icons for other actions. Don't hide one of the actions when applet instance is disabled (e.g. being edited). Port to new components, and fix some layouts.
Background highlight component outside of ListView still doesn't work for me. Otherwise it's good to go.
