applets/nightcolor: Reuse "configure" plasmoid action to open KCM

This is a special action that shows up in an overlay sidebar while in the Edit Mode on a desktop containment.

Also this patch adds a shortcut which seems to be default for this action among applets, and adds &accelerator to the action label.
