[dataengines/potd] Add flickr key file

Yunhe Guo requested to merge work/fix-flickr-potd into master

We will use KDE Invent as a host of the keys. Next, we will remove the hard coded keys from flicker provider. It will always fetch latest keys from KDE Invent. And we will be able to update keys whenever needed.
