kcms/timer: Port away from deprecated QML and notifications DataEngine

Use the KNotification API instead.

This requires installing a specific plasma_applet_timer.notifyrc file to ../usr/share/knotifications6/.

Also:

• Add explicit arguments on signal handlers
• Use function on Connections item
