applets/weather: Remove migration code for pre-5.27 settings

This code was meant to help with migration to the refactored settings on the 5.27 (beta) release (commit a4bdafeb)

Let's clean it up for Plasma 6.

I forgot about this before the 6 beta freezes, so I guess it is 6.1 material on a better-safe-than-sorry basis
