applets/weather: Reduce the top panel height

Ismael Asensio requested to merge work/iasensio/weather-top-height into master

The spacing for the items on the top panel was a bit excessive. On some conditions it could exceed the default available height on the systray popup

Still allow the top panel to vertically grow, but within a limit
