[colorpicker] Port toolbuttons to Plasma Components3, fixes Wayland tooltips

Ports toolbuttons to PC3, which also fixes an issue where the tooltips would appear as a full window on Wayland.

Note that both the bugs linked as blockers in the TODO comment are now RESOLVED FIXED.
