Temporarily explicitly default to EXCLUDE_DEPRECATED_BEFORE_AND_AT 5.99.0

Allow building without explicit EXCLUDE_DEPRECATED_BEFORE_AND_AT set to 5.99.0, as currently enforced explicitly by CI and kdesrc-build scripts, so being something like the official default.

Same approach as used with frameworks/kwallet!47 (merged)
