Allow apps to specify launch shortcuts via the main desktop file only

Currently apps need to add X-KDE-Shortcuts to their desktop file and install a desktop file to share/kglobalaccel

That second step should not be necessary

When loading the settings scan all apps for those with shortcuts and create components from those
