Add KWin Support Information KCM
This should help bug reporters gather relevant KWin information more easily.

This is a very small amount of code with practically no maintenance burden and possibility of introducing new bugs, so I would like to merge this for 5.26 and hereby request an exception to the soft feature freeze. cc @jriddell about that.
