For "Copy to Clipboard in English", a child action is used to present the additional option. This causes an empty menu to be shown when that child is not visible, fixed by: frameworks/kirigami!1015 (closed)
Above no longer holds. Shows "Copy" when using English, or "Copy..." in other languages, presenting the options "...in current language" and "...in English".
