cmake: Remove ALL from echo custom target

Daan De Meyer requested to merge daandemeyer/kinfocenter:noop-incremental-2 into master

This doesn't seem to do anything but is always rebuilt. Remove ALL so it isn't built. (Assuming this is here because of the SOURCES to make it appear in IDEs)
