Move suggestedEncoders from strings to PipeWireBaseEncodedStream::Encoder

the list of encoder names is not useful anymore now that setEncoder accepts only a PipeWireBaseEncodedStream::Encoder

return a list of Encoder instead so that clients like spactacle can use it
