kcm: expose HDR setting

Xaver Hugl requested to merge work/zamundaaa/hdr-setting into master

Some displays are stupid and need both WCG and PQ ("HDR") to work, so I put them together as one setting to make it less confusing. If someone wants to use one without the other, they can still make that happen with kscreen-doctor.
