kcm: hide auto rotation stuff when not useful

Commit 1: hide "only in tablet mode" checkbox when tablet mode isn't available

Commit 2: fix OrientationSensor::available

Someone with a (working) auto rotation sensor should test this to ensure it still works correctly in that case
