Provide activity monitoring interface

Alois Wohlschlager requested to merge aloisw/kscreenlocker:activitymonitor into master

Introduce a facility that monitors user interaction (keyboard and mouse events) on the lockscreen. This allows the theme to react to user inactivity in a robust way.

This resulted from the attempt to allow the Breeze theme to reset the lockscreen UI on user inactivity (plasma-workspace!724).
