Fixes DTD check errors and a typo

Ömer Fadıl Usta requested to merge work/omer_fix_dtd_errors into master

In server-decoration-palette.xml file there was a problem (propably a copy paste problem)

In other xml files arg tag doesnt have description but have summary attribute, so i changed description to summary Also entry tags couldnt get directly CDATA so i have added description tag in entry tags.
