Clean up includes in toplevel.h

Vlad Zahorodnii requested to merge work/remove-input-include into master

toplevel.h is included in many places, changing either input.h or virtualdesktops.h may trigger rebuilding all kwin. Hopefully, with this change, less cpp files will need to be recompiled.
