kcm/compositing: Add more plasma checks

This change adds more plasma checks to ensure that there are no any potential places where the AnimationDurationFactor option can be written to kwinrc file as long as the XDG_CURRENT_DESKTOP environment variable has correct value.

If the issue is still reproducible, something must be off with envvars setup by plasma.
