Add an "Activate and show context menu" action for titlebar configuration
Only available for inactive titlebars, this activates the window and then shows the context menu instead of just showing the context menu.
Additionally, set it as the new default right-click behaviour since the current behaviour is inconsistent with the behaviour of the rest of the default settings.
