Draft: Let decoration live as long as Deleted

Vlad Zahorodnii requested to merge work/zzag/survive-decoration into master

With this, Deleted won't need to save decoration borders and therefore custom borders code paths in case Deleted is merged with (AbstractClient) KWin::Window.
