WaylandServer: Add a setting to disable PrimarySelection
The setting works, except editing .config/kwinrc does not cause KConfigWatcher::create to trigger refreshSettings for some reason :/
I wished I could have implemented it per-device but the current primaryselection interface does not allow to know the device at the event origin.
