Make EGL a REQUIRED dependency

Kai Uwe Broulik requested to merge work/kbrouli/egl-is-required into master

Target kwin links against EGL::EGL unconditionally.

Otherwise it would fail later during build with

Target "kwin" links to target "EGL::EGL" but the target was not found.
