tabbox: don't elevate dekstop

When we have 0 opened apps tab box shows "Show Desktop". That element is special entry in alt+tab list for minimizing all windows, that only shows up when tab box is empty.

When we elevate desktop it hides top and bottom panels, but when we elevate some apps, top and bottom panels stay in that positions.
