effects: increase animation speed for overview, windowview and desktop grid

Merged Xaver Hugl requested to merge work/zamundaaa/animation-speed into master

With this it's set to 300ms, which is what the old effects used. This should provide a smooth looking animation without making it unnecessarily slow.
