feat: allow VT switching even with global shortcuts disabled
After disabling global shortcuts on sddm-wayland-session on Fedora we noticed that we couldn't switch to the TTYs (ctrl+F[x]) either.
This patch allows the switch to the terminals when global shortcuts are disabled.
