Revert "wayland: Fix high-res scroll events with low-res clients"

[object Object] requested to merge objectobject/kwin:master into master

As a user of a high-res scroll mouse, the behavior previous to this commit was preferable

Before this commit, most apps worked fine with high-res scroll, with only a few exceptions. After this commit, not a single app works with high-res scroll at all (they all get low-res scroll events).
