Move vsync monitor helpers to utils/

Vlad Zahorodnii requested to merge work/zzag/vsync-monitor-util into master

There was no utils directory when they had been introduced.

This would leave only the scene stuff in platformsupport/. Perhaps we could re-shuffle its content afterwards? We moved away from the concept of having a "platform". I believe this follows qtbase internals design, but I don't think it has worked for us.
