kcms/decoration: Rename dragging property to dragActive

ListView/GridView already have a dragging property at Qt 6.6 makes it FINAL to prevent you from overriding it.

Can configure title bar buttons again. Could drag buttons around and the “drag items to...” hint disappeared whilst dragging
