wayland: Don't send preferred scale if not determined yet

Kai Uwe Broulik requested to merge work/kbroulik/dont-send-initial-preferredscale into master

Rather not send anything than a potentially wrong default value of 1.0.

KWin no longer sends scale 120 and then 240 immediately after.

Noticed that the “Share” menu in Gwenview was blurry for a bit, especially when Gwenview was busy traversing the current folder. Seems a lot improved with this.
