Move window specific signals from EffectsHandler to EffectWindow

Vlad Zahorodnii requested to merge work/zzag/kwineffects-window-signals into master

This makes the api of EffectWindow more similar to the api of Window. In the future, the effect window can be dropped in favor of the window.
