Draft: BUG: 440540 Fix Toggle Raise and Lower in presence of Keep Above windows on the same desktop - v1

This fixes aforementioned bug by merely reverting commit that introduced it. Merge this only if you find 4ddec5f0 unapplicable due to changes to KWin::Workspace class.
