plugins/shakecursor: Enable by default

Nate Graham requested to merge ngraham/kwin:enable-shake-to-find-by-default into master

This feature will never be found by those would could benefit from it the most if we don't enable it by default. Also, we generally try to avoid new off-by-default features; see https://community.kde.org/Get_Involved/Design/Frequently_Discussed_Topics#New_off-by-default_features.
