Allow maximizing the window by double clicking borders
It's a more intuitive way to maximize a window either horizontally or vertically.
RFC: In many cases, one is going to be able to maximize a window by double clicking the borders, however it's not possible to restore the window because the decoration typically loses borders when the window is in maximized state.
