plugins/shakecursor: Mark it as internal

Vlad Zahorodnii requested to merge work/zzag/shake-cursor-internal into master

The accessibility kcm can be used to enable/disable the shake cursor plugin and change its other parameters, so hide it in the desktop effects kcm by default.
